The Randolph Public Library Board of Trustees consists of nine members appointed by the Board of Commissioners to six year terms, and represent the county geographically. Ex officio (non-voting) members include the County Library Director and Assistant Director; a liaison representing the Asheboro City Council, appointed by their mayor; and a liaison representing the Friends of the Library, appointed by their president.
The Trustees serve as a bridge of communication between the community and the library, and as such, solicit input concerning the library from patrons. The Trustees, in their role as advocates, aid in presenting the library perspective to local, state and federal lawmakers. The Trustees approve library policies; establish a schedule of fines and charges for the late return of, failure to return, damage to and loss of library materials; administer the Library Trust Fund; and serve as the final authority concerning the disposition of any library materials challenged in writing in accordance with library procedures as being objectionable. The Trustees also may request a performance evaluation of the Library Director from the County Manager.

Board Meeting Minutes
Each calendar year, between the first Monday in April (at the earliest) and the first Monday in May (at the latest) and the new fiscal year, the Board of Equalization and Review (E & R Board) assumes an active role in administering the property tax. In some counties, the county commissioners serve as the E & R Board. In Randolph County, however, the County Commissioners have established a special board to serve in this capacity. The E & R Board consists of five members, three of whom are the Tax Commission members, and two others appointed by the County Commissioners.
The E & R Board must review the assigned listings and valuations and may make changes to ensure that the values meet the standards established by state law. They must also hear any property owner’s appeal concerning the value assigned to his property (or that of others), and they have authority, within limits, to make adjustments upward or downward. Powers and duties of Board of E&R G.S 105-322 & 105-323.
