On March 11, 2025, the Randolph County Sheriff’s Office conducted a traffic stop on NC Hwy 49 and Sandy Creek Church Rd., Liberty. The driver was identified as Enmannuel Jesus Stephens. During the investigative stop, K9 Frank alerted to the presence of narcotic odor and Stephens was advised that a probable cause search would be conducted. Stephens then fled on foot and a chase ensued. When Stephens heard the K9 deploy from the kennel, he stopped running and began to follow commands. Once the K9 handler noticed Stephens' compliance with commands to stop, the K9 was recalled back to the handler and deputies arrested Stephens without further incident.
During the search, a firearm, methamphetamine, and paraphernalia were located. It was determined that the vehicle had been stolen in Alamance County.
Stephens was arrested and transported to the Randolph County Detention Center where the magistrate found probable cause for felony possession of a firearm by felon, felony carrying a concealed gun, felony possession with intent to manufacture/sell/deliver schedule II controlled substance, felony maintain vehicle/dwelling/place for controlled substance, felony possession of stolen motor vehicle, felony trafficking methamphetamine, misdemeanor driving while license revoked – not impaired revoked, misdemeanor resisting public officer, and misdemeanor possession of drug paraphernalia. He was issued no bond due to being out on pre-trial release in Guilford County. A first appearance was set for March 12, 2025, in Randolph County District Court.
