The April meeting of the Randolph County Board of Commissioners included two retirement recognitions, consideration of several contracts/agreements, property purchase, reclassifications of positions, and construction change orders.
Col. Aundrea Azelton was recognized for her 27 years of service at the Randolph County Sheriff’s Office. She was presented with a plaque and a clock in honor of her service.
Betty Skipper, who served with Randolph County DSS for 32 years, and most recently as Income Maintenance Caseworker was recognized. Although Ms. Skipper was not able to be in attendance, she will receive a plaque and a clock in her honor.
A contract was brought forth to consider moving forward with purchasing property for the Randolph County School System. The mentioned property is 90 acres in the Randleman area, which is earmarked for a new high school location. The Board of Commissioners unanimously approved the request.
Randolph County Cooperative Extension representatives presented a Memorandum of Understanding (MOU) with the county and the Randolph County Beekeepers Association regarding demonstration hives to be located at the Randolph County Agricultural Center. The Board of Commissioners unanimously approved the request.
The Board of Commissioners was presented with a contract for the Ramseur Water Treatment Facility Improvements. There was a sole bidder, Laughlin-Sutton Construction, at $1,191,900. The Board of Commissioners unanimously approved the request.
A contract for the I-74 and New Hope Church Road Pump Station, Force Main, and Sewer Improvements was presented to the commissioners. This project was approved for an economic incentives agreement with Randolph Land Development LLC in June 2023 for $300,000. The lowest bid for the project was received from Terry’s Plumbing & Utilities at $1,987,448. The Board of Commissioners unanimously approved the request.
The Board of Commissioners discussed Strategic Planning Fund grant requests, which totaled $1,672,487 for the available funds of $1,110,339. The following organizations and amounts were approved by the commissioners: City of Asheboro $250,000, City of Randleman $100,000, Randolph County Emergency Services $244,307, Friends of Patterson Cottage $7,200, Keaton’s Place $95,855.10, Lydia’s Place $23,988, OE Enterprises $18,650, Our Daily Bread $25,000, Randolph Family Crisis Center $55,000, Randolph Partnership for Children $50,387, RhinoLeap Productions $20,000, Sleep In Heavenly Peace $30,000, and Victory Junction Camp $67,500.
The Randolph County Information Technology Department requested reclassification of three positions: Business Analyst to Applications Analyst, Document Imaging Specialist and Public Safety Specialist to Applications Specialist, and Database Admin/Programmer to Server Administrator. With these position title changes, there would be no change in salary. Also recommended was the title change of IT Support Technician to Officer Manager with a salary increase of $6,155. The Board of Commissioners unanimously approved the request.
Randolph County Emergency Services presented to the Board of Commissioners, as an ongoing part of the Randleman VIPER tower construction project, to make structural modifications to support additional microwave dishes on the Mt. Shepherd VIPER tower that will provide a microwave network path between the Mt. Shepherd tower and the new Randleman VIPER tower. The Board of Commissioners was requested to approve a contract bid to Built Consulting for $185,845. The Board of Commissioners unanimously approved the request.
Also, as an ongoing part of the Randleman VIPER tower construction project, the Board of Commissioners was requested to approve the purchase and installation of the lines and antennas to Engineered Tower Solutions (ETS) in the amount of $128,077.92. The Board of Commissioners unanimously approved the request.
A request was presented to commissioners to upgrade the 911 Audio/Video Recording System, which totals $252,130 (this purchase is an eligible 911 Emergency System Telephone Fund expense, which will cover the majority of the purchase). The total to be paid by the county is $14,570 and was already included in the 2024-2025 budget. The Board of Commissioners unanimously approved the request.
County Engineer presented to the commissioners change orders for the Randolph County Agricultural Center Greenhouse and Water Line adjustments. The cost for these change orders is $55,916.91. The Board of Commissioners unanimously approved the request.
A closed session was held regarding a consultation with the attorney.
