While (ICAC) was investigating the seized electronic devices, it was discovered that Richard Wilson Adkins, Jr., had additional online identifiers not reported. Charges were sought for nine additional counts of felony failing to register an online identifier.
The Sex Offender Registry Detective also determined that the new address in which Adkins was residing is adjacent to school property, which NC GS 14-208.16 states that a sex offender shall not knowingly reside at any location which is within 1,000 feet of any property line of a property on which any public or nonpublic school or child care center is located. Charges were sought for two counts felony sex offender residence violation.
The magistrate found probable cause to issue the warrants. Still confined in the Randolph County Detention Center, he was served these warrant and issued an additional $300,000 secured bond and first appearance was set for January 12, 2023, in Randolph County District Court.

Upon further investigation of electronic devices seized during the arrest of Richard Wilson Adkins, Jr., the Randolph County Sheriff’s Office Internet Crimes Against Children (ICAC) Team sought an additional warrant for ten counts of Felony Second Degree Sexual Exploitation of a Minor.
Adkins, still confined at the Randolph County Detention Center, was served the additional warrant and the magistrate issued and additional $75,000 secured bond. A first appearance was set for January 3, 2023, in Randolph County District Court on these charges.
The investigation is ongoing.

On December 20, 2022, the Randolph County Sheriff’s Office Sex Offender Registry Detective was notified that Richard Wilson Adkins, Jr., a registered sex offender, was using an online identifier that was not registered with Randolph County Sheriff's Office as required by law. A registered sex offender must notify the last agency registered with of any change of address within three business days. Adkins failed to update his address. A warrant for arrest was sought for Adkins for felony failing to register a new address, and felony failing to register an online identifier.
On December 21, 2022, Adkins was located, arrested and transported to the Randolph County Detention Center where he was taken before the magistrate where he was served the warrant and was issued a $15,000 secured bond. He was also served an outstanding Civil Order for child support and issued a $1,000 cash bond; and three misdemeanor probation violations in which he received an additional $32,000 secured bond.
A first appearance was set for December 22, 2022, in Randolph County District Court.
