In November 2022, Joshua Milton Harris was released from prison on satellite-based monitoring under supervision of the Probation and Parole as a registered sex offender. Harris was convicted of two counts of attempted statutory rape of 13-15 yr. old and defendant 6+ years older than minor on 11-10-2010 in Guilford County. These convictions placed Harris on the North Carolina Sex Offender Registry.
Harris provided a Randolph County address upon release as his intended place of residence and was therefore supposed to register with the Randolph County Sheriff’s Office.
In December 2022, the Randolph County Sheriff’s Office Sex Offender Registry Detective contacted the Probation and Parole monitoring office in Raleigh to inquire about the GPS coordinates of Harris, as he had not registered in Randolph County. However, the monitoring office would not release coordinates without an active warrant.
The detective went to the listed place of residence and learned that Harris had moved and was allegedly homeless, possibly living in High Point or more broadly, Guilford County. Additional efforts by law enforcement in that jurisdiction to locate him in the suspected area were unfruitful. The detective additionally checked with the Guilford County Sheriff’s Office to ensure he had not registered there.
On February 23, 2023, Harris was located by the Randolph County Sheriff’s Office Criminal Apprehension Team, arrested him in High Point and transported to the Randolph County Detention Center where he was served the outstanding warrant for arrest and two outstanding orders for arrest for failure to appear on felony and four outstanding orders for arrest for failure to appear on misdemeanors. He was issued a $38,200 total secured bond and a first appearance was set for February 24, 2023, in Randolph County District Court.
