Any registered Randolph County voter may request an absentee ballot, or a voter's near relative may apply on their behalf. A near relative is defined as a spouse, brother, sister, parent, grandparent, child, grandchild, mother-in-law, father-in-law, daughter-in-law, son-in-law, stepparent, stepchild or verifiable legal guardian.

A person in possession of a Power of Attorney for an individual is not granted the authority to request an absentee ballot for the individual.

State law requires that you submit a signed request. Visit the North Carolina State Board of Elections Ballot Portal to complete a request form.

All written requests must be received in our office no later than 5 pm on the Tuesday prior to Election Day (one week before the election).

Yes. you must submit a new absentee request for each election. The ballots will be mailed separately at the appropriate time.

All civilian absentee ballots must be received in our office by 7:30 pm on Election Day. This includes mailed ballots.

Yes, hand-delivered absentee ballots may be submitted to the Board of Elections office by 7:30 pm on Election Day.

A near relative may hand-deliver a voter's absentee ballot. A near relative is defined as a spouse, brother, sister, parent, grandparent, child, grandchild, mother-in-law, father-in-law, daughter-in-law, son-in-law, stepparent, stepchild, or verifiable legal guardian.

Be sure to affix proper postage when you return your absentee balloting materials to the Randolph County Board of Elections. The proper amount of postage needed to return your ballot will be noted on the instructions you receive with your ballot. Some ballot return envelopes do not qualify for standard letter rates.

Any candidate, referendum committee or political action committee as defined by NCGS §163-278.6 must register by filing the appropriate organizational forms. Those persons filing Campaign Finance forms with the Randolph County Board of Elections are candidates for:

• Register of Deeds
• Soil and Water Conservation District Supervisors
• Mayors and City/Town Council Members/Commissioner Members
• Board of Education Members

The forms are varied, depending on the type of committee and the amount of committee expenditures and receipts. Most committees file a Statement of Organization, a Certification of Treasurer, a Certification of Financial Account Information and periodic financial Disclosure Reports. Those candidate committees with intentions of spending and/or receiving only $1,000 or less will file a Certification of Threshold in lieu of Disclosure Reports.

Any eligible Randolph County voter may vote at any Randolph County early voting site. All ballot styles are available at every early voting site, so you will receive the same ballot you would receive if you went to your assigned polling place on Election Day.

Yes, you may update your name and address before voting. If you moved 30 or more days before Election Day, you will receive the ballot style of your new address. If you moved fewer than 30 days before Election Day, you will receive the ballot style of your old address. Update your name or address now by completing a voter registration application.

Yes, eligible individuals may register and vote during the one-stop early voting period. This "same-day registration" process is currently permitted due to a preliminary injunction granted under a decision by the U.S. Court of Appeals for the Fourth Circuit, but this option remains the subject of ongoing litigation in federal court. These individuals must bring a valid form of identification that shows name and correct address. Same Day Registration is not allowed on Election Day. Please check back for updates.

The County, like many other counties in North Carolina, does not address vacant property. Once you have obtained your septic improvement permit, you can complete the address application and submit it for your address. 

The County started assigning addresses in 1990 for the Emergency 911 system, and the postal service adopted the same addresses for mailing purposes as well.

Posting an address is essential to responders locating you in an emergency when time is important, and it's the law in Randolph County.

The Randolph County Unified Development Ordinance contains the address posting standards for structures in the County zoning jurisdiction.

1. No building shall be erected on a lot that does not have access, directly or by an easement, to a road, whether publicly or privately maintained.
2. Numerals indicating the address number of a single-family dwelling shall be at least four inches in height, of a contrasting color to the structure, and shall be posted to be legible from the street.
3. Numerals for multiple dwelling units and nonresidential buildings shall be at least six inches in height, of a contrasting color to the structure, and shall be posted to be legible from the street. 
4. Only numbers shall be used in posting addresses. (e.g., 125 instead of One Hundred Twenty-five.)
5. All buildings shall display an address number.
6. The official address number must be displayed on the front of the building or at the entrance to a building, and the numbers must be visible from the street during both day and night.
7. If the building is seventy-five feet or more from a public street or the building is landscaped such that numbers cannot be seen from the street, the assigned address shall also be posted at the end of the driveway or easement nearest the road that provides access to the building.
8. After the issuance of a building permit, the assigned address shall be posted on the property in a manner that is visible from the street. The final Certificate of Compliance shall not be issued until the address numbers are posted according to the regulations.
9. The owner or occupant will ensure that the address numbers are posted in compliance with the regulations. Address numbers shall not be obstructed from view by shrubs or vegetation as viewed from the street.

You can continue getting your mail at the post office box, although you must also post your E-911 address on your structure as well as at the driveway if needed.

There are pre-determined address points every 20 feet on each side of a road, and an address is based on the actual driveway location.

Changing an address is always our last option. However, some situations require an address change to maintain the accuracy of E-911 response, such as road changes made by NCDOT, driveway location changes, and occasional inaccuracies found by improved technology.

We understand that people do not like being told what to do. Address numbers are important in an emergency. If you do not post your address or refuse to change your address due to an error, etc., you are placing yourself and your neighbors at risk. It's a $500.00 a day fine for not posting your address or refusing to change your address.

The polls are open from 6:30 am to 7:30 pm on Election Day.

It is important that you go to your assigned polling place, because that is the only place where your name will be printed in the poll book. Going to your assigned polling place will also ensure that you receive a ballot containing the contests that match the jurisdictions of your residence address.

If you have moved and do not update your address before the voter registration deadline, you will not be listed in the poll book at your new polling place. It is a violation of the law to vote at your old polling place if your move date is greater than 30 days before Election Day.

For voters who have moved, the easiest option is to vote at an early voting site where you can update your address and vote at the same time. If you prefer to vote on Election Day.

If you plan to vote on Election Day, it is important to complete and submit a voter registration application before the election's registration deadline. If you miss the deadline, call the Board of Elections to find out where your new polling place is located. You will be able to vote at your new polling place, but you will first need to inform the poll worker of your new address.

Curbside voting is offered at all Randolph County polling places. If a voter cannot enter the polling place without assistance due to age or physical disability, he or she may vote either in the vehicle conveying such person or in the immediate vicinity of the polling place simply by sending the driver of the vehicle to request assistance.

The State of North Carolina passed the Farmland Preservation Enabling Act in 1985, authorizing counties to establish farmland preservation programs, including agricultural districts. Randolph County Commissioners adopted a Voluntary Agricultural District Program Ordinance, creating the Agricultural Advisory Board and procedures for establishing Voluntary Agricultural Districts.

The Agricultural Advisory Board is composed of a number of county residents, which includes farmers representing newly-formed Agricultural Districts. Board members are appointed by the Board of County Commissioners. The Agricultural Advisory Board reviews and approves applications to the Voluntary Agricultural District program. They also advise the Board of County Commissioners on projects, programs, or issues affecting the agricultural economy or way of life within the county.

The dental clinic serves children one year of age through high school who are residents of Randolph County and meet financial eligibility. Adults who have a dental emergency, such as dental pain or swelling, and who are financially eligible may be seen for treatment of the emergency only.

The following dental services are provided by our clinic: teeth cleaning, x-rays, sealants, fillings, crowns, extractions and education on how to maintain good dental health by brushing, flossing and diet.

Clients must be one year of age through high school, be a resident of Randolph County, and have Medicaid or NC Health Choice. Those without insurance pay on a sliding fee scale based on family size and income.

Visit NC DHHS - ePASS Electronic Pre-Assessment Screening Service

ePASS is short for Electronic Pre-Assessment Screening Service and is a quick and easy way for customers to get information about benefits and services that may help them. When you have finished, we will tell you the programs that you may be potentially eligible to receive and how you can apply for these programs. A final eligibility decision cannot be made until you apply at your local Department of Social Services.

When applying for benefits, you do not have to bring any item with you. However, you will be asked to provide information while applying. To speed up the process, it would be helpful for you to bring one form of identification (a picture ID if possible) and proof of income with you. This is generally the basic information you will need.

Depending on the program(s) that you apply for, some other documents that may be requested during the interview are:

• Birth Certificates for family members
• Immunization records for children
• Medical bills incurred in the last three months and any old medical bill with an outstanding balance
• Proof of assets owned:
  • Checking/savings account statements
  • Life insurance policies
  • Registration cards/titles for motor vehicles
  • Bonds/stock certificates
  • Deeds to property
  • Proof of outstanding loans on any property
• Proof of household expenses - rent, utilities, etc.
• Proof of income received in the last three months
• Health/Hospital Insurance identification cards or policies for family members
• Social Security numbers for family members

An individual or his representative has the right to make an application for Adult Medicaid, Food & Nutrition Services (FNS), Energy Program(s), Work First Family Assistance and Emergency Assistance on the day he/she comes into the agency requesting medical or financial assistance. Applications for programs are taken on a "first-come, first-served" basis. Applications may be made in the office Monday through Friday between 8 am to 5 pm or you may want to utilize ePASS to complete Medicaid and/or FNS applications online.

You do not need an appointment to make an application.  Applications are accepted on a "first-come, first-served" basis.  If you are already receiving benefits/services and would like to see your worker, it is best to call your worker first to make sure they will be available.

Free interpreter services are available for anyone who speaks little or no English. Come to the agency and arrangements will be made for free interpreter services.

The Department of Social Services (DSS) no longer issues Work Permits.

The NC Division of Child Development provides a child care facility search site online. Here you can search for a child care facility as well as obtain contact information and view detailed reports for each facility. For more information on finding a child care facility, contact a Child Care social worker in the Family Services Unit or call the agency at 336-683-8000.

Contact the local Child Support Enforcement Agency at 336-625-6626. The local Child Support Enforcement Agency is located at 355 S. Fayetteville St., Unit A in Asheboro. You can also contact the Child Support Customer Service line at 800-992-9457 or by email by visiting the NC Child Support website.  

To report the abuse or neglect of a child, call the Child Abuse Hotline at 336-683-8200. To report the abuse or neglect of a disabled adult, call the Adult Abuse Hotline at 336-683-8300.  You may also come to the agency to make a report. 

All reports are confidential and you do not have to give your name.

Information on becoming a foster parent in North Carolina is available online. Call the agency at 336.683.8000 if you are interested in becoming a foster parent. 

To report fraud call the Fraud Hotline at 336-683-8198. You may also contact the Program Integrity Branch of Economic Independence services at 800-662-7030 Monday through Friday between the hours of 8 am and 5 pm.

All reports are confidential and you do not have to give your name.

You should receive your Medicaid card by the fifth working day of the month. Contact your caseworker or call the agency at 336-683-8000 if you do not receive your card. Your card may have been sent back to the agency if your address has changed. Medicaid cards are not forwarded. Always notify your caseworker if you have a change of address.

Rabies is a deadly virus caused by a virus. The virus is found in the saliva of a rabid animal and can be transmitted by a bite, or possibly by saliva contamination of an open cut or the eyes.

In NC, rabies is found commonly in raccoons, skunks, red and grey foxes, coyotes, wolves, groundhogs and beavers. Bats can also transmit rabies.

Any mammal can become infected with rabies. The virus can infect domestic pets, agricultural animals such as cows and horses, and people when they are exposed to rabid wildlife.

Rabid animals may not always exhibit symptoms. Some rabid animals may act mad or strange while others may act timid or shy. A wild animal with rabies may move slowly or act tame. Since a wild animal is not tame and usually run away from people, maintain your distance and do not approach them. Also, avoid petting stray cats or dogs.

The only way to know for sure if an animal or a person has rabies is through laboratory tests.

If you see an animal that is acting strange, call Randolph County Animal Control at 336-683-8235 for assistance.

• Vaccinate your pets against rabies and keep the vaccinations current
• Keep pets inside. Supervise pets outside, and keep dogs on a leash
• Do not feed pets outside. Pet food and mulch attract wildlife
• Do not feed wildlife, feral cats or feral dogs
• Secure garbage cans with wildlife-proof lids

• Wash wounds and contact areas thoroughly with soap and water
• Contact your doctor and / or seek medical care
• Call Randolph County Animal Control at 336-683-8235
  • North Carolina law requires animal bites to be reported by the person bitten, the owner of the biting animal, and the doctor who first treats the victim
• If there no risk of further, isolate the animal until Animal Control arrives to investigate

• Put on gloves before touching your pet. Do not touch the wild animal
• Keep your pet away from other animals and people
• Call your veterinarian
  • Your pet may need a rabies booster shot immediately
• Call Randolph County Animal Control at 336-683-8235 to investigate and capture and / or secure the wild animal (if possible) for testing
